I’ve always said that the solution to homeless people is more homes. Of course.
The other problem is disadvantaged people that won’t be “productive members of society” and will never be able to pay for their food, power, etc. so even if there were plenty of homes, they wouldn’t be able to make it without all of us chipping in.
This is one of those "layers". Suggesting that once a person finds themselves without a home they are suddenly dismissed as not being capable of being a "productive member of society" and are undeserving of the rest of us to at least giving them a chance isn't helpful.
I would say let's get supply and demand in check and then let these "members of society" surprise the shit out of us.

It's easy to throw capitalism under the bus, but, at least in my community, that isn't the case. There are huge employers (I am assuming also huge doners) that are losing employees due to the lack of inventory of homes. The mayor and city council ARE disappointing their political donors. And, in a strange case of synergy, also disappointing everyone else
